Weight training or cardio to burn stubborn fat?

i have a little bit of fat left on my stomach what doesn't want to budge, Ive done so much running and gone to the gym and it just wont go, i have a cross trainer and rowing machine at home now and using them 4 times a week doing mainly HIIT training. If i done more weight training with my kettle bell would i strip the fat? because all this cardio isn't helping me lose the fat! :( Im female, 5ft4, 19 years old and weight 126lbs. if this helps! thanks.
